University of Minnesota Board of Regents Actions and Resolutions

The University's plans for UMore Park are founded upon University Board of Regents guiding principles (62 KB PDF). The Board of Regents is actively engaged in discussions about the future of UMore Park. Below is a summary of Board of Regents actions related to UMore Park.

June 2013
Following President Kaler's recommendation, the Board of Regents appointed Julie Kimble, Vice President, General Manager and Global Team Leader at Johnson Controls, as a Community Governor and member of the UMore Development LLC Board of Governors.

February 2013
In conjunction with the large scale mining permit process and future development at UMore Park, the Board of Regents approved a road improvement agreement between the University and the City of Rosemount.

December 2012
The Board approved the appointment of University Governor Pam Wheelock and the reappointment of Community Governors Peggy Lucas and Roger Sit.

February 2011
The Board of Regents authorized (52 KB PDF) an agreement to convey 27 acres of the University of Minnesota’s UMore Park property to the City of Rosemount as a park pre-dedication in exchange for credit against future University obligations to dedicate land or make cash contributions in connection development at UMore Park.

December 2010
An agreement to convey 27 acres of the University of Minnesota's UMore Park property to the City of Rosemount as a park pre-dedication is proposed to the board for review and discussion.

November 2010
The board affirms and determines that the final Environmental Impact Statement for the UMore Park Sand and Gravel Resources Project adequately addresses all potential environmental issues and concerns. The Board also authorizes the administration to execute a 40-year lease agreement to Dakota Aggregates LLC to conduct phased gravel mining and locate ancillary facilities on the UMore Park property.

June 2010

December 2009
The nine founding members of the UMore Development Limited Liability Company (LLC) Board of Governors are appointed by the board.

October 9, 2009
The board approves the articles of organization of the UMore Development LLC. The board also authorizes the creation of the UMore Park Legacy Fund. Read the October 2009 resolutions (66 KB PDF).

September 11, 2009
The Board of Regents reviews a resolution regarding the structure of a Limited Liability Company to manage the development of UMore Park and the creation of a legacy fund for income generated by activities on the property that will help to ensure support for the University’s academic mission over time.

June 12, 2009

December 12, 2008
The board affirms the concept master plan for UMore Park and directs the University to frame a Limited Liability Company (LLC) to manage development of the property and to pursue the formation of a legacy fund that would capture revenue from future development to support academic mission pursuits. July 9, 2008
The board approves a contract with Barr Engineering for a groundwater assessment and environmental investigation in conjunction with the sand and gravel EIS.

Four concept scenarios for UMore Park are presented to the board for discussion and comment.

A contract with Short Elliot Hendrickson, Inc. is approved by the board for the initiation of a sand and gravel EIS.

April 11, 2008

November 9, 2007
A contract with Design Workshop for development of a concept master plan for UMore Park is approved by the board.

September 7, 2007
Vice President Charles C. Muscoplat presented a comprehensive review of UMore Park activities and planning to the board.

The board approves a contract with ProSource Technologies, Inc. for a geologic assessment of UMore Park property in Rosemount, MN.

December 8, 2006

November 10, 2006
UMore Park Steering Committee strategic planning vision and recommendations are presented to the board.

March 27, 2006
In a special meeting, the board approved a plan that would provide increased state funding for a Gopher football stadium in exchange for a parcel of University-owned land on the UMore Park property. Future use of the parcel remains consistent with the University’s vision of open space and environmental amenities with rights in perpetuity for research and education. February 10, 2006

The board approved Sasaki Associates, Inc., of Boston, as the University’s consultant for strategic planning to explore potential UMore Park property development options.

December 9, 2005
